Why do they only think a small amount will be recovered? I suppose they are talking about how economic it is given present methods but in the future maybe they will be willing to recover the rest.

You're right its about economics but what we've seen over the past 50 years or so is that extraction techniques improve with time so that it becomes more viable to keep going a bit more, then a bit more, etc.
