When did they put the plaque up? About 10 years ago after criticism that they didn't give a stuff about the 39 European fans their fans killed. Hillsborough ultimately forced them to look as if they had a conscience.
Must have been a difficult 20+ years of reflection then but they got there in the end. I guess the difference between the two is that Heysel was caused by fans while Hillsborough was caused by ineptitude and malice of those in charge. Again, not particularly relevant to the topic.
