And that's the problem, it makes it easier for the ref. Bugger the rules, make it easier for the ref. We have had the same problem with League in our country. The refs couldn't control the game so...change the rules to suit.
They bring this on themselves. Learn the rules and stick to them. Changing your mind is NOT an option.
If the rule quoted is right, no reason to think otherwise, then it says at least one foot on, or in line with the goal line, vertical is in line or is it a 2D rule?
But at what point can't he jump up and down? When the penalty is awarded? After the ball has been placed on the penalty spot? When the forward starts his run up? What's the point of this rule??
Agree If the goalie can't move, then the penalty taker shouldn't have a run up, or as soon as the taker starts his run up the goalie can move only fair
Agree with you but does the new law state at what point the keeper can or can't move? Also completely disagree agree with the rule about the defensive wall. For a free kick isn't any advantage meant to go to the attacking team that got the foul against them??

Can't see anything wrong with penalties as it is mate. but if a new rule says he can't move I think that is wrong, like you say, when the **** can he move then?
