All I'd say is try to find out if they are single or not before you go charging in. Though that would be quite difficult in Tim's situation, unless he wanted to turn into a creepy stalker.

And you do that by just asking the girl. I think a straight, are you free, is perfectly acceptable. Choose your own words, of course.

I suppose, but it's hard to pull of a romantic surprise while also asking if they're single. Asking if they're free would ruin the surprise. I think if you're going the whole 'surprise' route you'd need try to find out from someone who knows her if she is single (presumably the person sat next to her when she's not around)
