The National guard is just the Armed Forces reserves, they're federally funded and used to alleviate the pressure on state law enforcement. As far as I am aware, there are no state controlled national guardsmen, the state simply control law enforcement.
I've read now that those 15 states in which the guard have been sent were personally requested by the states, it's a slightly different narrative than the crazed dictator sending in the army that seems to be getting pushed.
