Honestly, he probably won't be too upset, given that the way FIA is most likely to react to it in the short-term is to mandate an increase in ride height, which teams like Merc don't want to do because of the loss of downforce, but Red Bull and Ferrari seem to have far less trouble generating downforce without having the car slammed to the ground.
Finally a sports body has the common sense to act on an obviously ridiculous situation, although you could asked why it was allowed to happen in the first place.
