Not really, as ground renovations aren't part of PSR. According to the article they set aside 1.75billion quid for ground improvements and moving to Twickenham while they do those would mean they could improve income as its bigger and then increase capacity and hospitality income at Stamford Bridge.
However what they will probably do is use a development company linked to Boehly, sell Stamford Bridge to them for 300million quid while they do the improvments, then buy it back for 50million quid when the improvements are finished.
