All of the consortium members are royal advisors or "ministers" and the money they used to buy the club was appropriated from some poor schmucks by the Saudi state and given to the consortium.

FWIW the only issue at the time regarding weather it was a state or not had more to do with the piracy issue of BeIN than anything else. That was dealt with and they now own a massive part of BeIN.
