The aim of the England manager should be to constantly strive to improve the starting 11 and the overall strength of the squad between tournaments. That means some players will be replaced or fall down the pecking order. You don't get to keep the shirt until you suffer a mighty cock-up and potentially cost the team progress to the next stage of a tournament.

There also has to be balance in assessing players current levels of form and abilty based on club and international performances...it would be absolute folly to keep picking a player or players who are clearly in decline based on the never let us down criteria you imply.
