The only thing with scrapping the intent/no intent rule is that you will get players deliberately trying to hit the ball at defenders arms to win a pen.

As already discussed, Chambers was running back into the box so his arms were in a natural position to his body. This is how the rules determine whether it's handball. It's not up to the defenders to always have their arms behind their body.
