I haven't looked into where the 1.5 billion loan comes from but there are two parts.

Pre 2011, there was no FFP so roman could spend however much he wanted. Even post 2011, they staggered FFP so you could make losses e.g. in 2014 you could have losses of 45m (over a 3 year period i think)

Post 2011 FFP looks at club revenues vs club expenses, so there are things that do not count towards FFP calculations. So in theory, 100 of the club revenues could be offset against things like transfers and player wages whereas Roman can provide money for things like youth development, stadium costs and training grounds don't count towards FFP so he can plough as much money into these as he wants.

In your scenario, the Saudis can lend newcastle 100 billion to spend but they can't spend that loan buying players or using it on player wages.
