well since it was abandoned on safety grounds due to "fan" behaviour one would assume the same particularly as at KO time there were still fans on the pitch iirc .

If the game never starts it's considered postponed not abandoned. Strange question though, what fans were near the pitch at the time of kick-off or after?
I'm pretty sure it would have to be matchday fans going through turnstiles (rather than over them ) and therefore be at the game otherwise how do you prove who it was. It really is the ideal time to storm grounds if that's true.
