Pre-VAR nobody would’ve suggested that was a pen. It’s **** enough when they’re given in a neutral area.

 

I started to do a ref course about 5 years ago for local football(then jacked in). Haven’t seen it, just that it was high. It’s up to ref if he deems it just dangerous or a foul. So an indirect FK can be given.
