I think if man city want to play in this league they need to respect it's laws and rules.
I also think they should be expelled from football if guilty.

I think if you want to take a hard line to every club that has broken the rules then most of the teams in the league would get expelled for tapping up players over the years. There needs to be an assessment of whether the laws were reasonable and then if they were, and they were broken, then a reasonable sanction should be imposed.
The rest of the prem are not under investigation for any of the above.

Kind of yes actually. There are times when technically a law can be enforced but it shouldn't be and then if you suffer unduly as a result you can successfully sue as a result (like administrative laws that are deemed under the rules of Wednesbury unreasonability).
It's a question of legal moralism. There are plenty of laws which don't get enforced because they're morally dubious or insensible but generally criminal ones are indeed enforced - not always though.
It's correct to question whether a law is moral rather than just subservient obedience otherwise you get people walking innocents to gas chambers because the law told them to. The main issue there though is that in most situations (like City and the one you mention) people are questioning the law because they don't like it rather than for a more moral reason.
Yet the rules of the competition City have freely entered into, that used to be perfectly OK when they applied to everyone else, are not?

I'd agree enitrely to be honest. It's right for it to be tested as they should get the chance to argue their case but if they did break the rules then it's only fair they're accountable for it. Think most reasonable football fans think the same.
Whether the rules are good rules is a separate matter.

I've noticed this ' the clubs voted for the rules ' but they didn't all vote for them and I believe city sat out the vote for sponsorship rules specifically.
Regardless like I say even if 20 people out of 20 people make a rule it won't make it legal.
Just be prepared to consider this.
