I know the answer to that. Many of them latched onto Liverpool FC at a time when they were winning almost everything. It became the norm. New season = more trophies. The assumption is that the norm will eventually return as the last 30 years have just been a blip.
That said, they will challenge City this season and finish 2nd.

You need to strengthen the squad and get a game organised so that your WC players don't go into the season cold.

They got tonked 4-1 by Genoa last night. Their main players don't even come back to training until tomorrow, then first game on Saturday against Toon.
Terrible organisation from them, you have to have a friendly for the returning players.
No sign of then buying anyone which is strange.
Thinking you don't need to strengthen in this league is crazy but perhaps it'll work out. I'd be worried if I was aSpurs fan though.
Problem is mate, that several of them played in the WC semi final not much more than 3 weeks ago. And that’s after a long prem season.
It’s far from ideal, agreed, but players need rest too.
I think it’s bad organisation to have the season start so early after a WC.
Just play a game Tuesday or Wednesday and give them 45 and go through tactics.
We've got a game Tuesday so that Hendo and Super Lovren get a game.
Not that easy. These pre season fixtures were arranged long before it was known that England would go so far in the WC
I expect they will all play some part against Newcastle. But the starting lineup will most likely look strange.

The WC was their pre-season, you don't drop that much in 3 weeks unless you're bed-ridden
