who care but whatever it doesn't change the fact that you have been breaking the rules as that is a simple matter of fact .
you are conflating two different issues
a) breaking PL ffp rules and for whatever reason being not penalised for it as long as you accepted their rulings on your spending this year
B) a civil case for damages which requires different evidence as it is based on a claim for loss of revenue .
