well the obvious answer is the person can stand but has very limited mobility and the toilet is upstairs . In terms of use the most practical is a bog standard metal one with removable arm rests as if in a wheelchair can remove arm park wheelchair alongside and slide across .

Nah just looks nice. Have sat there reading a book once I think. That chair is the subject of argument with me an the wife as she hates it and thinks it looks terrible there. I like it and think it looks nice there.
She's right tbh mate. But then I hate pointless things just there for no reason in general. Arcade machine would be better
