Rep power isn't actually the amount of rep you have. Rep power is how much you can give or take from another poster by repping or neg-repping them, it's calculated by your rep score but it's only a fraction of it. E.g. my rep is 11,000 and that makes my rep power 119. God knows how that number is worked out mind.
Mines been 3 since I don't know when. It's never been higher. I like it, means I can keep my rep in my pocket. If it were to go higher I don't think I'd bother coming on any more, my jeans only have 4 pockets and I'm not going to buy any combats - they're for serial killers and planespotters.
