Play a 4-3-2 (instead of 4-3-3) and just tell Suarez to play wherever he wants. Players like him don't need formations, he reads the game too well to be told where to play, he knows exactly where to play and when to play there.
Yeah Some players just have the ability to take the game on. Leave the formation in the dressing room and ruin teams single handedly, without looking out of position once during the whole game. I believe Rafa of all people (being so tactical) even told Gerrard a few times to just 'go and play'.
This is where I liked Mancini's three DMs a couple of seasons back. The front three were free to attack and pretty much do what they wanted. It wasn't great against teams that sat back and just defend though.
