I thought it was Avi Cohen who played for Liverpool & Rangers. However his spell at Liverpool was before the EPL started.
Avi Cohen (father of Bolton's Tamir Cohen) did indeed play in the Top Flight in both England and Scotland but that was before the Premier League Era in both countries. It was Eyal Berkovic with Southampton, West Ham Utd, Blackburn Rovers (on loan), Manchester City & Portsmouth in the Premier League and Celtic in the Scottish Premier League.
