The BBC definitely was not cutting edge in the early 1960s. Anything not middle of the road was considered subversive. You had to listen to Radio Luxembourg for decent music. Though the BBC did feature a few programmes involving blues artists on TV. Chris Barber had shows featuring the likes of Howling Wolf, Muddy Waters, Sonny Boy Williamson and others. This was before the Stones were really big. I always made a point of looking up who did the original when listening to the Stones, Yardbirds etc.
