Basically, Charlie Whiting and the FIA has this idea that instead of reprimands, penalty points will be 'awarded' instead to a drivers Super License, similar to that of driving licenses for the road.
Offences will be on track and off track, but each type of offence will be worth different amounts of points. For example, being late to press conference maybe 1 point, but running into the back of someone could be worth 3 points.
Whiting has said it will be taken up with the teams first on the Wednesday before the Brazillian GP, but he isn't very optimistic.
