Formula 1's smaller teams have hit out at the way the FIA has been so quick to abandon plans for a cost cap.

Motor racing's governing body announced last year that a cost cap would come in for 2015, with teams being asked to settle on the scope of the spending limits by June this year.

But after resistance from F1's biggest teams - who wrote to the FIA to say that a cost cap could not be policed - FIA president Jean Todt revealed last weekend that he had now given up on the idea.

That decision has angered some of the smaller teams, who claim that reigning in costs at a time when many outfits are struggling financially was essential.

Sauber team principal Monisha Kaltenborn said she could not comprehend why the FIA's push for a cost cap had been halted

"As a smaller team, I fail to understand why we are going this way when every sport has to be responsible with the way you handle and work your business," Kaltenborn told AUTOSPORT.

"I think those times have long gone where you say, 'if you don't have the money, don't do it.'

"The costs we are reaching here [in F1], nobody can understand. So we have to be responsible, because in the economic times we have it is important to show a responsible way of doing business."

    F1's impossible cost-cut deadline

Force India deputy team principal Bob Fernley said his outfit would not end its push to get a cost cap in, even though Todt appeared resigned to it not happening.

"I think that we have to continuously put pressure on for it to happen because as Force India has proved, you don't have to keep spending to put on a good show," said Fernley, whose team is second in the constructors' championship.

Fernley suggested that although cost cuts could be achieved through better sporting and technical regulations, he reckons a budget cap was also required.

"You need both," he explained. "I think you need regulation to help, but you also need cost control. And I don't think we will change our opinion on that because we have to get the teams viable for the sustainability of the sport."

    POLITICAL GAMES MUST STOP

Kaltenborn suggests that some big teams are playing political games with the sport's bosses by threatening to turn their back on F1 if strict cost restrictions are put in place.

She reckons, however, that the FIA should play tough in such a situation, because the departure of some outfits would not necessarily be bad for F1.

"I would like to say that if there are people who threaten to leave the sport, then they should go and do that," she said.

"Then these political games will stop and we will have the opportunity for others to enter the sport."

Minardi, 'BMW ready to return to F1': http://www.minardi.it/international/news/exclusive-bmw-ready-to-come-back-in-formula-1/

Gian Carlo Minardi notices this piece of news on the website minardi.it. “The engine revolution that has marked this new era of Formula 1 has involved several engine manufactures, present and not present on the race field”, the manager from Faenza comments. “We’ve always affirmed that several constructors are testing these new power units, that will represent the future for standard cars, independently from their participation to the F1 World Championship.

German rumour has it that a BMW Board of Directors has been fixed for the month of May to consider a coming back in F1 already for 2015. The promoter of this project is Steven Althaus, Director Brand Management BMW and Marketing Services BMW Group. A confirmation of BMW’s concrete will to evaluate future projects has been the continuous and steady presence of technicians, both in the pre-season testing and during the first races, gathering important information. Ferrari, Mercedes, Renault and Honda (which entrance has been fixed long since for next year) might soon have a new competitor. “The entrance of the German engine manufacturer might be a breath of fresh air for this Formula 1, both from the technical and economical side, helping teams that – at present – are suffering a difficult situation. If the interest of a manufacturer such as BMW will be confirmed, this will be the answer to the technical choices adopted and the confirmation that F1 is and will be the World best expression of car racing”, the manager form Faenza concludes.

BMW’s history in Formula 1 World Championship is rooted in the 50s. In 1983, with Nelson Piquet driving Brabham-BMW Turbo, BMW was crowned World Champion, the first at the top in the new era of turbocharger. In that season, the successes for the German turbo power unit were four (three with Piquet and one with our Patrese). More recently, they provided Williams with a power unit – from 2000 to 2005 – before acquiring team Sauber in 2006, renaming it BMW Sauber F1. Despite the success in 2008 in Canada with the Polish Robert Kubica – the first victory as constructor – they announced their withdrawal from the World Championship on 29th July, 2009. The structure was then acquired back by Peter Sauber.

RBRBMW anyone? Both drivers were BMW products once and BMW could use Vettel's popularity in Germany and Asia.

Damnit Silver you beat me to it. I could see RBR-BMW happening, they've got some overlapping interests which would make it more beneficial than most other top teams.

If next season we had Honda, Ford-Cosworth and BMW back as engine suppliers, plus potentially two extra teams, it could be a fascinating season.

It's also suits BMW's agenda with their future cars in the M3 series being V6 twin turbo's, so they already have a good amount of information to work on with the F1 version and a real reason to push the limits a bit more if in F1. They're also one of Mercedes' biggest rivals in China so that could be very interesting.

We could see a legitimate rivalry business wise and on track! and a massive spending war. Having Newey on their side, RBR worldwide promotion, a 4 time world champion, Daniel Ricciardo, etc...

If I remember correctly BMW stole a lot of Audi people a few years back and it's now showing.

If we can get BMW back then it may be all the more tempting for VW to have a go with Audi ;)

SO long as they don't all try and bugger it up again by trying to run their own teams and just do engine supply instead it will be good to have more different engines again.

Although having said that, more engine manufacturer's could hinder competition. There's a clear pecking order for engines so far, and having more manufacturers could lead to larger differences in performances.

At the moment two thirds of the grid are hampered because one manufacturer has got it right. If there were more choice, the chances of one being that much better than say 5 or 6 others would be less, though history does show that there will always be one engine that is better than the others e.g. Ford DFV, Honda V6t & V10, Renault V10..........

    [h=1]Haas thanks FIA after F1 entry confirmation[/h]

Gene Haas has now been formally granted a future F1 entry by the FIA, following confirmaton by Bernie Ecclestone last weekend that the American had been successful in his bid.

Haas is set to forge a partnership with Ferrari. The FIA is relaxing limitations on sharing of technology next year, which will make his task a lot easier.

“Obviously, we’re extremely pleased to have been granted a Formula One license by the FIA,” Haas said ina statement. “It’s an exciting time for me, Haas Automation and anyone who wanted to see an American team return to Formula One.

“Now, the really hard work begins. It’s a challenge we embrace as we work to put cars on the grid.

“I want to thank the FIA for this opportunity and the diligence everyone put forth to see our license application come to fruition.”

I can't see BMW being ready for 2015, but I can see them wanting to return. Audi, Mercedes and VW are dominating WEC, F1 and WRC; BMW will want to step up their own motorsport programme and F1's the most likely option.

    2017 news!

[h=1]Formula 1 teams considering lifting ban on active suspension[/h]
Formula 1 teams are considering lifting the ban on active suspension as part of a move to control costs, AUTOSPORT has learned.

With F1's Strategy Group having decided against a cost cap, it is instead looking at alternative ways to keep spending under control.

nd one of the proposals being evaluated is to allow active suspension back in F1 for the first time since 1993 (pictured).

The belief is that the electronic technology would actually be more cost effective for teams in terms of achieving the optimum car set-up than the current complicated mechanical-only systems.

The move is being considered for 2017, and could come in at the same time as a switch to 18-inch tyre rims.

AUTOSPORT understands that a number of other short and long-term proposals are being evaluated by the Strategy Group for implementation over the next few years.

They include efforts to simplify parts of the car where there is currently vast expense, including in the fuel system, crash structures, the front wing design, inter-connected front and rear suspension, and brake ducts.

There could also be tweaks to the GP weekend curfew hours and further reductions on staff numbers allowed at races.
