I get what your saying and I do agree that the champions league should just be for champions, but I think they changed a lot of the set up because of the standard of teams, I think the probably think having the top 3 or 4 teams from England, Spain, Germany, Italy will be more competitive than just the champions from each European league, this is why the likes of the Scottish champions actually have to go through qualifying rounds. This way it gets rid of the poorest of the poor. Although it doesn't seem fair the powers that be don't care about being fair the want the teams that will create the largest viewing figures
The issue does stem from beyond football though. If you think of Red Star or Steaua Bucharest winning Euro trophies, well they had all the best Yugo and Romanian players. That can’t happen nowadays as the countries are too poor. That part isn’t footballs fault sadly. The bigger issue is trying to make it a boys club like American sports. I like American sports but it is incredibly predictable, generally. The reason the US national team doesn’t step forward for me is the lack of promotion and relegation in the MLS. You need to be able to lose as much as you need to be able to win in football.
You've also got clubs like Ajax and Malmo though that are from quite rich countries but who won't reach the same heights they did because their leagues aren't strong enough anymore. With greater spread of Champions League money, the standards of those leagues might improve.
