should imagine theres lots of reasons covering the flare issues and not having them. the main one with smoking nowdays is financial ie if you have a smoking building your liabiltiy insurance is more, from a football ground point of view though its more complicated as you have tv poking there noses in same as political people when it suits them. pretty sure if you had a ground where you accepted flares being set off your insurance company would be all over that and penalize you, so would put most grounds off for financial reasons. they probably fear a similar incident happening with the bradford fire even though that was smoking, flares would have a similar impact i would have thought. they look great from a distance, but i shouldn't imagine they are much fun if you are near them. i can see the argument used "well no one has been really hurt by them so whats the harm",
