So a country with a poor human rights record should be awarded a major football tournament as football is 'inclusive of all and exclusive of none'?
Gtf. Telling these countries, including Russia and Qatar, that they will be awarded no sporting events until they improve their human rights across the spectrum, is, imo, progressive.
Rewarding these regimes with sporting tournaments whilst they have a terrible human rights record is regressive.

Hey, Saudi Arabia, you hang, stone and shoot women in football arenas for committing adultery (or for being raped). But it's ok, we know you have 'different ways of going about things'. How about hosting the World Cup as football is all inclusive?
