I'm fairly sure cctv in maximum security sections of federal prisons is generally poorly maintained and has no backup or fail-safe systems and is on the blink on a pretty continuous basis.

It has failed once - briefly - in about four years ( which set off an alert) and was up and running again after less than an hour.
