As someone said earlier, what was the % of English players playing in the league in WC 1970 and 74, 78, 82, 86, 90.... Because surely if it was about 50% like Spain is now then we should have come close or at least win it once since then??? % of players means very little. It's the quality if your squad and having a decent manager to play football that suits your players that wins you wc's.
