Not sure if this affects him but it's not about being 21 at the time of the tournament rather when qualification starts (or used to be i believe and probably still is). Makes sense otherwise you'd have people becoming ineligible midway through qualifying or the tournament. He was possibly 21 on the relevant date to qualify as an U21 for these matches.
