Doesnt he need a cap in a competitive match, and until then can play for England if he chooses so?

Because wasnt there a situation, with an English player playing in the Ghana friendly, and it was said he was only called up to make sure he chooses us over playing for them. Frazier Campbell maybe? Because they said he can still choose to play for Ghana as it was only a friendly match he played in

Naturalisation/gaining citizenship after having already represented your country of birth, and then trying to switch adds extra complications I'm sure. The Ghanaian/English player would have had Ghanaian ancestry and probably held a passport for them at the time.

Found something to clarify it. Remember the hypothetical switch to England for Mikel Arteta last summer? That couldn't go ahead for this reason:

"The problem relates to article 18 of the Fifa statutes governing the circumstances under which a "dual national" can switch countries. Article 18.1a stipulates that any player who wants to switch to the second of his dual nationalities must have held that second nationality at the time he represented his original country at junior or under-21 level."

Krul has played 10 U21 games for Netherlands since 2006, and, I believe, was not eligible for English citizenship until July 2010.

He would never call Harper up, he's looking to the future, and anyway if he was to be called up it would be in stead of Carroll.
