The problem with your post is, the English FA was fined for an ATTEMPT during the celebrating of a goal whereas the Croatian fans SUCCEEDED in bringing racist signs and banners which is why we got fined £4k and the Croats £60k.
They reopened the debate. As a result of the reopened debate they invited companies to develop and put forward possible reliable solutions. Once the companies had done that they approved the tests that took place just before this tournament. Barring producing a magic wand and instantly creating a system that worked I'm not sure what you expected him to do. I'd suggest his public comments after the Ukraine incident are more down to him having access to the results of the pretournament tests. Knowing they're going to show that at least one system is usable he's better to be on record saying now is the time than staying quiet after this high profile example. If he'd not said anything when it was voted in in the near future it would look like he'd lost control of FIFA, now it will look like he's responsible for it.
