Cornwall has similar rates of problems with drugs, abuse, violence, theft etc as other parts of the country per capita.
I think the biggest reported crimes down here are violence and sexual assault
Where 1 is the national average, Cornwall rates as 0.9 for things like Drugs, Arson and criminal damage, theft i.e robbery from the person.
Obviously different areas push up the average. People see the sandy beaches and tourists with ice creams and think it's all gravy down here, but the reality ain't like that everywhere.
In reality though you're never going to achieve that.
2 year mandatory custodial would defo act as a deterrent. Along with increased stop and search.

The only people who should be in prison imo are those who are a danger to other people or have committed violent offences
