Over 4 million French tourists visited the UK in 2016. According to the leaked Home Office document their ID cards will not let them in after 2019, instead they will have to have passports. The vast majority do not have and will not pay to get a passport. Other countries have similar ID cards, not passports, so the money they spend in the country will be lost. The knock on effects on employment will also have a price. All in all the price of isolation. It would appear that once again there is not an agreement within the Cabinet over this measure, with some saying it will not only affect tourists but business travelers as well.
Most Germans don't have passports either. At the moment many people make a spontaneous decision to have a long weekend in London - this will fall away completely, they will likely go to Paris instead.

There are some really good proposals in there, short term residency for lower skilled EU migrants, longer periods for skilled occupations. Ending the role of the ECJ is also crucial. Demanding EU visitors show a passport as non EU are required to is also fair. I would be happy if these became law.
Your good friend Mr Davis refused today to say that the rule of the ECJ was to end. Red lines are getting so pink now they are almost white. Of course as you wish to be isolated it will not matter that the business men from the EU will not bother to come either to look at what little you have on offer. So as you have studied it can you say how someone who arrives in the UK as a tourist will then be traced if they decide to outstay the time limit? Unless the country issues ID cards to everyone it cannot work, and Davis admitted today that the Home Office could not even deal with 3 million applications let alone 60 -70 million. Time to go away and think it through a bit more I would guess.
The Telegraph is suggesting short term visitors, up to six months, will not need a passport so holidaymakers will not be affected, this is their interpretation.
Countries like Australia have managed well without an I.D. card system although there does seem to be some debate going on there on the merits of introducing the system.

I wonder who leaked it. Could it be a civil servant or is it actually the government? It will please those who wish to see a tough policy even if it makes little real sense, but is clearly an embarrassment if it wasn't meant for the public to read.
Not really, the views of the government have to be set out sometime. most of the main points have been discussed previously anyway. It is what the UK public wanted when they voted for Brexit.
