Just listened to it on play back, the man is living in cloud cuckoo land, to go ahead with this 2nd chain for his girlfriend (Consett), who voted against it, as well as 170 people voting against it, with only 5 or 6 for, he must be off his head.

 

At the same time this is what you get when people cant be bothered to respond to a vote.
By the way how much did it cost to set up the ballot on the issue
