Arteta would be a good signing. As would Jagielka - can't see Everton selling both of them to us, but possibly one of them. It's actually quite an exciting time at Arsenal at the moment - Wenger can't do nothing, so I think we'll see some busy transfer activity in the next couple of weeks.
If I remember correctly, you have to have played 75% of your national team's games over the last two years, plus they have to rank in the top 70 teams, as you've said. If you don't meet those requirements, then you automatically fail, but can appeal. As he's 27 and has only made 4 international appearances, I can't see how he'd succeed with that appeal. The FA are a joke though, so you never know.
Ryo Miyachi received special dispensation as an "exceptional talent". Due to his age it would be highly unrealistic that he'd be able to fulfil the criteria, so they let some youngsters through. The same applied to Denilson and Sandro, I believe. Wellington Silva doesn't have an English work permit, which is why he's gone back to Spain.
Hm, I think you have to look at the team and say where you are lacking You can't buy leadership (Unless you are Spurs) so you have to add grit, plus someone who fits your style. Only really leaves Arteta imo.
I would want Modric (yes I know that won't happen). With Fabregas gone he is the best midfielder in the league in my opinion.
