There's realistically only a handful who could afford him. Arsenal, City, United and you lot. PSG, Juventus, Real, Barca and Bayern, that's about it (excluding the Chinese and I think he'd refuse to go there)
I don't think Arsenal would ever stump up that kind of cash for one player. At least not while Arsene is in charge. But if he left, it might be a good way for the new manager to get the fans on side, by making a big buy like that, if the tight arsed Arsenal board will let him.
