Chester wasn't great at right back last year, so I'd be happier with proper cover - I imagine Dudgeon would cope better on the right than Chester, but I could be wrong.

As long as he was a free agent before the window closed, he can be signed at any time, there's no window for free agents as far as I'm aware.
Pretty sure that once the deadline comes along, you can't sign anyone other than a goalie in a proper emergency. As for the original question, we've come this far into the season with Coops as backup so I guess NB has faith in him. We're an outside bet for the play-off's, we're going with what we have. Just accept it and judge them on it. Speculation on the transfer front is pointless.
If you can't, then someone needs to update wiki... Free agents can be signed by a club at any time in the season, if they had been released by their previous club before the end of the transfer window.
I have yet to find a rule that football manager doesn't have bang on, and they seem to think you can't register anyone after the loan window shuts, it's the same cut off time for premier league clubs regarding free transfers. But you can sign them and pay them wages, they just can't be registered to play til the end of June..
