I was under the impression that to make the City stand worthwhile the road behind it would need to be purchased.

Probably, although I can't imagine that there'll be too much of an objection to that from the council or locals.. If not we'll just end up with a very steep stand.

Long term, the needed development is a big redevelopment of the City stand, but it's the most expensive and with the highest number of issues. I'm no architect/engineer/builder, but I suppose the best way to do it would be to build the framework of a new stand around the current one, so you can leave the stand open during the season, and then go mental with the development over the summer to remove the old seats, and put in the new ones? I don't think I'm explaining this too well...

I would doubt very much that this could be made safe through the season for seating. They could probably still use the changing rooms but not too much else.
If the purchased the road behind they could put in foundations and groundwork of the new stand and then demolish the current city stand after the season. Not sure though.

I'm not a fan of new stadiums, they are so bland, I like a hotchpotch of stands built on top of stands which don't match with add ons and infills, much , much more an interesting view. A perfect, easy experience is a dull experience which is why the emirates is such a boring visit, just vacuous monotony all the way round.
...........ricoh arena anyone? what a souless waste of money. no thanks, stay with what we have and improve it. new city stand and/or second tier on jarrold.
