Less means not as many. That’s fairly simple for anyone to grasp. Less money spent on addressing social problems equals more social problems.

Throughout the sixties and seventies, you hardly ever saw people sleeping rough in British cities, it was incredibly rare. By the late eighties, under Margaret Thatcher, it was commonplace.

Tony Blair promised to address the problem and get those people off the streets, and by and large he did. Now the Tories are back in power, and the streets are full of homeless people again.

You ignore the obvious if you want to. I’m a bit surprised you’re such a Tory apologist, but I probably shouldn’t be.
