If white police officers are putting down mental patients or black citizens down like dogs it does not mean they are handing out equal justice.

It means they think these people are no better than dogs.

Possibly in some cases, but I also think often they don't know any better/ haven't been appropriately trained. There's one officer on their saying he can't breath because " his nose is in the grass ". Meanwhile one of them is kneeling on the guys back.
