It depends on what he meant. If it was "We've spent absolutely ****loads of money and should have a much better team and they'd have won", then he'd be right.
As Twist says above though, Chelsea have lost the one thing they had which was the financial muscle to outbid and buy whoever they wanted to field the strongest team, all the while keeping other top players on the bench/reserves just to deny their rivals the players' services. Chelsea, lowest of the "big London 4" this season.
They've still got enough financial muscle to seriously **** most teams over, though. Their wage bill's bloody enormous and I'm sure that their next manager will be pushing the FFP rules to the limit. Shouldn't have one right at the end, though!
