I guess every individual is different, given the possibility of additional earnings over the relevant time period, but I would assume that income tax wouldn't apply in all cases? I wouldn't trust this government to do the decent thing and waive it because of the hardship they have caused - they'd tax it out of spite rather than because of any tax rule, spite because they had been shown up as being incompetent.
