Surely he could have applied some common sense and not send the lad off on the biggest day of his career? You could just about argue that a defender was coming round.....as you say, what a prat!
Yellow card + penalty shot would have certainly been an adequate and fair outcome. Joe Hart didn't even get a card when he conceded the penalty today against Chelsea, that Lampard missed (a bit like Adel's last miss). That was a well taken penalty though.
