The railways are covered bt separate Bye -laws, fully enforceable by the law, but common assault - that works both ways - is handled by Common Law. I've seen staff lose their jobs for far less than this when trying to detain fare-dodgers, and, in one case, trying to separate a wife and husband pissed-up, fighting on Leeds platform. The reverse is that I frequently had inebriated men and women, especially after York Races day, who thought it a great idea to get selfies with me.
