You might argue that all this spending is doing is heaping extra pressure on any incoming manager. Now anyone stupid enough to take that job given its recent history must obviously have an ego big enough to blot out major obvious problems, but surely it would be obvious even to that unknown person if they didn't start to deliver immediately on this investment. They will clearly not be given any time to sort things out, and perhaps all the money will be spent before they arrive. I must admit however that I was wrong in that "the Russian" had given up on Chelski, but it just shows what those lucky CL results can do. Without them they would have finished 6th and their season be regarded as a massive failure. Would have invested then? It's like our noses are being rubbed in it now.
I still think they are weak defensively. Not sure who will play def mid, but Mikel/Essien are not world beaters (in the latter case not any more) and a defence of Ivan Terry/Cahill/Luiz Cole does not inspire confidence. Romeu could be the answer, but I haven't seen much of him yet. They still have to slot Ramires and Marin into that team, let alone Lampard, Sturridge and Lukaku. It's a recipe for in-fighting in my mind. They will probably start with Cech Ivanovich Cahill Luiz Cole Ramires Mikel Hazard Mata Hulk Torres With Terry, Lampard, Marin, Essien, Romeu on the bench. Watch the hissy fits when that happens
Can't see Torres being happy about this. Ramires was arguably their best player last season, so he'll start, Hazard won't miss out, Mata's their creative spark and Marin will presumably be picked coming in from the left. They need a squad and they've got people leaving, but they don't seem to be signing squad players, in my opinion.

What the keep Torres out role. They have apparently promised Torres that he will be the main striker, so unless they are going to 2 up front, then I can't see it.

Obviously financial fair play is not a concern at Chelski, or have I missed additional revenue equal to expenditure having been announced? Perhaps a sponsorship from Etihadski airlines?
Transfers are being monitored...and, errm, yeah, that's it. What are UEFA going to do, send them a letter? Enforcing FFP now would be a good start - for example, state that if a team spent more on players than it received in the season prior, just ban the club from fielding those players in European competition until they sort the balance sheet out.
