The safety officer would refuse to sign the certificate if the club can't demonstrate it has documented proof that stewards have achieved a satisfactory level of competence. That's not petty bureaucracy, it's lessons learned from harsh experience.
Actually, they have a big problem with this, the agency staff change all the time and often don't have the paperwork they're supposed to have.
