I would define it thus: A person or their followers who seeks to GAIN ADVANTAGE by attaching themselves to a flag. This effectively underlines the difference between those that have been illustrated in an attempt to draw the fire away from the real flag shaggers, because they are demonstrating for a cause not a country.
