Over time, however, the scope is quietly diluted to such an extent that a focused response becomes impossible.
Then comes a rare moment of integrity.
An independent chair is appointed. Someone from outside the British establishment, with no ties to the institutions under scrutiny.
But soon after, she is forced out over fake accusations of racism.
Well, that's what reportedly happened in 2016.
Her name was Lowell Goddard, a New Zealand High Court judge, and she curiously resigned after highlighting the disproportionate number of “Asian” offenders in group-based abuse cases.
