For a start, they can build camps with suitable facilities, such as soup kitchens and shower blocks. This would save millions of pounds, if not billions. The use of hotels is unsustainable. As you say, the migrants ditch their documents, meaning it is madness to allow them to roam free before we even know who they are. Fact is, this situation is a threat to national security, so it must be dealt with accordingly. Why bother having an army if it isn't deployed for such matters?
There seems to be precious little outcry to the French approach to housing the migrants in reception centres with hotels as a temporary measure when the centres are full. It's got to be one of a number of significant factors why they choose to cross the channel.
