I've got an idea which would help the economy immensely ... but it's a bit radical ... Let's call it the 'Rwanda Sanction' ... Broadly, you compare the net drain on the state from an immigrant and an 'indigenous' say, over a 5 year period, and the one that has been the biggest drain on / least contributing to, the UK state gets to start a new life in Rwanda?
